The ultimate goal?

The function of a government is to guide a nation into a state of utopia and act as a reactive agent for maintaining it, no more, no less. There are many ideas on policy, what function would achieve this but my question is what is the actual state. Write as much or as little as you want. The complete answer would be the union of all ideas, except for contradiction, we cannot hope to solve a paradox.
